How the SNAPS Lost Hills Report Executive Summary is Misleading & False

The draft final report of the Study of Neighborhood Air near Petroleum Sources (SNAPS) in Lost Hills was posted on CARB’s website in late January. This was the first public view of the results of CARB monitoring that took place in Lost Hills for eleven months starting in May of 2019.

The body of the report clearly states that the SNAPS monitoring indicates all criteria pollutants are below all thresholds of significance for the entire period of analysis. The public has 60 days to comment on the draft.

Upon reviewing the draft report, CIPA noted several false and misleading statements in the Executive Summary which are not backed up by the findings of the study itself.

CIPA submitted a comment letter on behalf of industry this week strongly objecting to the statements in the Executive Summary and recommending that the report be edited to clearly indicate that the monitoring conducted did not identify any air emissions of concern from the Lost Hills Oil Field and that for all other findings, there is no clear indication that the oil field is the source of the emissions given the numerous other industrial operations and major highways that exist in the immediate area.
