The California Air Resources Board (CARB) has released data from the 2010 mandatory reporting protocol listing 538 operations that emit over 25,000 tons of CO2 equivalent. Included on the list are refineries, cement plants, electrical generation, universities, military bases, landfills, food processors and oil and gas production among others. These companies will be required to meet both direct regulation requirements and participate in the Cap-and-Trade program. A soft rollout of the program will begin in 2012 with January 1, 2013 as the official start.
